Organisation

For a major Carbon Capture and Storage (CCS) infrastructure project in the Netherlands, we are seeking a highly experienced Senior Contract & Procurement Manager. The project involves the development of large-scale onshore and offshore CO₂ transportation infrastructure, including pipelines, offshore facilities and associated installations. This complex, high-value infrastructure development requires extensive procurement and contract management expertise within a regulated European tendering environment.

Assignment Description

As Senior Contract & Procurement Manager, you will lead and manage complex procurement and contracting activities for major engineering, equipment and services packages.

Key responsibilities include:

Develop and execute procurement and contracting strategies for major EPC project packages.
Lead European public procurement and tendering procedures in compliance with applicable EU regulations.
Manage the complete tendering process, including tender documentation, bidder qualification, evaluation, negotiations and contract award.
Oversee high-value equipment, engineering services and construction-related contracts.
Manage commercial risks, contractual obligations, supplier performance and contract variations.
Work closely with engineering, project management, legal, finance and supply chain stakeholders.
Ensure transparency, compliance and commercial competitiveness throughout the procurement lifecycle.

Deliverables

Bachelor’s or Master’s degree in Engineering, Business Administration, Supply Chain Management, Law or a related discipline.
Minimum 15 years of relevant experience, preferably 20+ years, in procurement and contract management within major capital projects.
Proven experience with European public procurement regulations, including EU Directives 2014/24/EU and/or 2014/25/EU and Dutch procurement legislation.
Demonstrated experience working for public authorities, semi-governmental organisations or regulated utilities.
Extensive experience in large-scale EPC/EPCM projects within Energy, Oil & Gas, Infrastructure or related technical industries.
Proven track record managing procurement portfolios or major contract packages valued at €100–200 million or more.
Strong experience in technical services procurement, equipment supply contracts and complex commercial negotiations.
Experience within organisations such as Gasunie, TenneT or similar infrastructure operators is a strong advantage.
Excellent English communication and stakeholder management skills; Dutch language proficiency is an advantage.
Available for an interim assignment.
Eligible and willing to work in the Netherlands.

Wanneer een specifieke opdracht kan worden uitgevoerd door een ZZP-er, spreken wij een tarief af voor het zelfstandig uitvoeren van deze opdracht bij onze opdrachtgever. Hiervoor moet zowel de klant, de opdracht als de ZZP-er aan verschillende voorwaarden voldoen.
In een aantal gevallen is onze klant op zoek naar een kandidaat voor de uitbreiding van haar eigen organisatie. In die gevallen wordt de arbeidsovereenkomst aangegaan met onze klant en zo ook de uiteindelijke arbeidsvoorwaarden (rechtstreeks) afgestemd.
