Our client is an energy network company. In the Netherlands and Northern Germany, they manage and maintain the infrastructure for large-scale transport and storage of gas. Currently, this primarily involves natural gas. However, with the energy transition, this will increasingly shift towards green gas and hydrogen. Additionally, they contribute to the development and management of networks for heat and CO₂. They ensure that this part of the energy supply is safe, uninterrupted, and as sustainable as possible, so that energy is always available to everyone.
Wat ga je doen?
Project objective is the development of an open access non-discriminatory CO2 transportation infrastructure to provide low-cost access to CO2 store Operators to transport their CO2 volumes to their offshore storage facility. The job holder is responsible to support (deputise) the Project HSSE Manager in the implementation of all HSE management activities related to the project; Project HSSE-SP delivery; design, HSE contractor management, Construction, (personnel safety, construction integrity) Project to Asset Handover and respect for the environment and reputation of the Company.
Main responsibilities of the post are as follows:
- Compliance with laws and requlations.
- Leadership Commitment & Operational Responsibility.
- Support Safety Leadership & Culture activities within the organisation with focus on Goal Zero.
- Implement the HSEQ policy and objectives in project activities and documents (directives, rules, specifications, procedures) are properly understood and enforced.
Risk Evaluation and Management:
- Implement HSE risk management in design and execution of the project, including the application of he risk acceptance criteria.
- Lead and participate in HSE studies and risk assessments undertaken for the design and the execution of operations, including the review and approve documentation.
- To produce/validate studies performed prior to start-up of activities for safety cases aimed at obtaining authorizations.
- To participate in safety assessments e.g. HAZOP studies and project technical reviews, and to monitor, follow up and assess agreed recommendations and ensure their implementation.
Respect For the Environment:
- Support the Implementation of the Corporate responsibility Policy within he project activities
- Review and monitor that Permitting and Stakeholder requirements are implemented by the Project deliverables (Design, CFT, Execution)
- Monitor implementation of Contractor the environmental management plans.
- Support Project HSSE Stakeholder management activities e.g. regulatory approvals.
Contractors and Suppliers
- Support HSSE Manager, in the HSSE aspects in the Call for Tender; EPCIs and Suppliers etc
- Support assessment of Contractor HSSE Management System capabilities to manage project risks and proposals linked to construction methods.
- To ensure that HSSE requirements and plans are in accordance with contractual requirements; support preparation of bridging documents as needed.
- Assure the contractor implements suitable corrective and preventive actions programs when deficiencies arise in vendor or subcontractor performances.
Audits and Inspections:
- Support implementation HSSE/project audit plans and assurance activities.
- Monitor action plans and make sure that they are properly implemented.
- Take part in audits of contractors, checking on their compliance to reference documents.
Responsibilities:
- Role model and implement Project HSSE policy
- Deputise and support the Project HSSE Manager in the implementation of the HSE management system, Plans and activities of the project.
- Coordination and maintenance of the Project HSSE-SP Activities Plan, and close collaboration with Cross Disciplines, Technical Safety and the Permitting Team, and well as contractor input.
- Collaborate with the Project Team and contractors and coordinate the implementation of risk analysis and management (project and value chain), and follow-up and close out of actions (e.g. SHEAMS. MOCs, KDNs).
- Coordinate with other Project disciplines and contractors by informing, supporting, and directing in their project roles, responsibilities and objectives related with HSE. Ensure that HSE values are understood and adopted by the whole entity.
- Anticipate and escalate/communicate to management in a timely manner and that appropriate contingencies.
- To liaise with corporate departments, authorities and partners on HSE issues as required.
- Coordinate audit of HSE procedures and processes related to the project.
- Coordinate the HSE surveillance of contractors, issuing updated evaluations of their performance, to establish KPI for the same
- To set up a HSE incentive scheme which encourages contractors HSE performance.
- To be responsible to review contractor project execution plans, project quality plans, quality control plans, audit schedules and key project management procedures, ensuring that they are logical, process-focussed, and systematic and that they fulfil contract requirements.
Functie-eisen
- Education: Engineering degree in a relevant discipline.
- Minimum 10 years’ experience in relevant or similar positions.
- At least 5 years’ experience on site (construction or operations) with demonstrable experience working in JV/NOVs with multi stakeholders.
- Experience in setting up and implementing a HSE management system and building and implementing HSE culture program.
- Excellent people and team management skills, culturally sensitive with demonstrable team building, organizational and leadership abilities.
- Achieve outcomes whilst showing balanced and prudent decision-making capabilities.
- Excellent understanding of complex tasks, ability to work autonomously.
- Excellent organization skills with the ability to manage workload, meet timescales and coordinate with stakeholders.
- Team player with ability to work collaboratively across complex project teams and interfaces.
- Fluency in English (speaking and writing) is required.
Office based, with business travel e,g, CfT, Stakeholders. Occasional home working possible, team members are expected to be in the office min. 60%

- Wanneer een specifieke opdracht kan worden uitgevoerd door een ZZP-er, spreken wij een tarief af voor het zelfstandig uitvoeren van deze opdracht bij onze opdrachtgever. Hiervoor moet zowel de klant, de opdracht als de ZZP-er aan verschillende voorwaarden voldoen.
- In een aantal gevallen is onze klant op zoek naar een kandidaat voor de uitbreiding van haar eigen organisatie. In die gevallen wordt de arbeidsovereenkomst aangegaan met onze klant en zo ook de uiteindelijke arbeidsvoorwaarden (rechtstreeks) afgestemd.
