To support the project of our client, we are looking for an experienced HSE Project Manager.
Information
To achieve the Health, Safety and Environment (HSE) goals, the Project HSE Manager shall establish, promote, support and maintain a pro-active ‘Safety First’ mind-set within the entire project team, including Subcontractor and vendors, that project activities cannot be continued or executed unless it is considered safe.
This role holds primary responsibility for ensuring that all Health, Safety, Environment (HSE), and Regulatory Compliance (RC) elements and activities throughout the project are executed in strict accordance with both Client CONTRACT requirements and Company’s Corporate Management System.
The Project HSE team comprises leads for Regulatory Compliance, Functional Safety, HSE in Design (Technical Safety), and Yard Safety. The HSE Project Manager must also ensure that the team structure and composition are appropriate and fit for purpose to meet the project’s needs.
A similar approach is valid for measures taken to minimise impact on the environment. In this role, the HSE Project Manager will lead and manage the Project HSE team to ensure that all relevant scopes and activities are delivered in line with the approved project budget and schedule while at the same time personnel/ other disciplines take ownership of the identified HSE activities.
Function
The HSE Project Manager is a member of the Project Management Team, reporting directly to the overall CONTRACT Project Manager and the HSE / QA&RC management, depending on the topic. You will be responsible for all (project) aspects of HSE & RC including the following:
- Monitors, support and promotes the Safety Culture on the Project, ensuring this is to the required Company Safety standards.
- Ensure that communications are adequate to advise all parties of Safety and Regulatory Risks or concerns as they are identified.
- Ensures timely delivery – and approval of the Safety Case and acts as the PROJECT’s primary point of contact for any clarifications required towards Regulatory Bodies on HSE in Design.
- Is responsible for delivery and compliance of HSE in Design (Technical Safety) and Functional Safety, as well as Occupational Health and Safety and Environmental protection during Project execution.
- Ensures a seamless handover for Technical Safety information and Functional Safety elements to Company’s Operations HSE Department.
- Oversees and ensures that contracted 3rd parties (Subcontractors and Suppliers) comply to the specified HSE standards.
- Reviews Project HSE reports including KPI’s and statistics and proactively intervenes in case of concerning trends.
- Ensures that Safety Risks are suitably assessed, controlled and are mitigated.
- Organizes and coordinates HSE audits including the reporting of these and ensures follow-up of any findings / actions / remedies.
- Oversees project Risk Assessments such as, HAZID, HAZOP/LOPA etc. including follow up.
- Acts as the primary interface with the Project Regulatory Compliance Lead Engineer, ensuring robust coordination of all regulatory and HSE-related activities on the Project.
- Oversees and harmonises the various HSE-related interfaces, ensuring all Regulatory, Technical Safety, Health and Environmental requirements are fully integrated.
- The HSE Project Manager oversees and harmonises the various interfaces across disciplines, guaranteeing that all aforementioned requirements are fully integrated and addressed throughout the Project lifecycle.
- Assure the effective HSE coordination, co-operation and information within Contractor, between Contractor and its Subcontractor and between the Company and Contractor;
- Coordinates incident investigations in line with company’s Incident management procedure, to ensure proper root cause analysis and implementation of corrective actions to prevent recurrence.
- Provide steers to Yard(s) HSE Coordinator(s) on HSE related findings during construction phase of the project.
Functie-eisen
- Experience in leading large and complex EPC on HSE&RC aspects within the project between (Internal) Client and Authorities.
- Experiences in leading regulatory body conversations.
- Knowledge of both HSE in Design, Environmental (Permits) Laws and Regulations, Regulatory compliance.
- Preference of heaving both UK Continental Shell (e.g. SCR 2015) and EU directive experience of which, but not limited to, Machine Directive, PED etc.
- Understanding of Functional Safety Management
- Notable on a yard Construction HSE experience.
- Occasional travel required
