Our client is currently seeking a Site Permit to Work Coordinator to support projects executed under their Construction Management scope. In this role, you will be responsible for managing and overseeing the permit-to-work (PTW) system on an oil and gas construction site to ensure all activities are conducted safely and meet both legal and company standards. You will act as a liaison between contractors, site supervisors, and safety personnel to ensure all permits are issued, tracked, and closed appropriately. The PTW Coordinator reports directly to the Site HSE Manager.
Responsibilities:
Permit Management
- Set up the PTW office and implement the PTW program on-site based on internal procedures.
- Review and process PTW applications for construction-related site activities.
- Ensure permits are correctly completed, authorized, and displayed at the worksite.
- Coordinate with HSE, construction, and operations to monitor the PTW system and enforce compliance with company rules.
- Organize and lead weekly PTW meetings with stakeholders.
- Track and visualize open permits.
- Develop and provide PTW training.
Compliance & Safety
- Verify all safety measures and required documents (e.g. Risk Assessment, Method Statement, Lifting Operation Plan, Drawings, Rescue Plan, layouts) are in place before issuing permits; support JRA/TRA preparation as needed.
- Conduct site inspections to ensure permit conditions are met.
- Ensure compliance with standards such as IOGP, OSHA, and local regulations.
- Understand SIMOPS and its specific challenges.
- Confirm that all LOTO isolation permits are completed and applied before issuing the LOTO permit.
Communication & Coordination
- Liaise with contractors, supervisors, and safety teams to plan and prioritize permitted work.
- Provide daily briefings on permit status and high-risk activities.
- Escalate any safety concerns or non-compliance.
- Work closely with HSE Officers to ensure safe working conditions.
Documentation & Reporting
- Manage and document the PTW process, ensuring conflict-free execution and daily maintenance of permit records.
- Prepare management reports on trends, issues, and improvement opportunities.
- Participate in audits and investigations related to permitted activities.
